Professor Catalin VRABIE - Director of Smart-EDU Hub, 

Faculty of Public Administration, National University of Political Studies and Public Administration (SNSPA), Bucharest, Romania.

Prof. Catalin Vrabie holds a PhD in Administrative Sciences with a doctoral thesis focused on transparency and innovation within e-government systems. He completed the Executive Certificate in Strategy and Innovation from the Massachusetts Institute of Technology (MIT), with a specialization in artificial intelligence and digital transformation. He is a Professional Member of the Association for Computing Machinery (ACM), as well as an active member of the American Society for Public Administration (ASPA), the Association for the Advancement of Artificial Intelligence (AAAI), and the Network of Institutes and Schools of Public Administration in Central and Eastern Europe (NISPAcee).

In his academic tenure, Prof. Vrabie has contributed extensively to teaching at both undergraduate and graduate levels in Romanian and English, covering subjects such as E-Governance Strategies, Smart Cities, and IT Fundamentals for Public Administration. His international academic engagements include visiting professorships at prestigious institutions such as Charles University (Czech Republic), ESAN University (Peru), Kaunas University of Technology (Lithuania), Hacettepe University (Türkiye), and others.

Professor Diana-Camelia IANCU

Dean @ Faculty of Public Administration, National University of Political Studies and Public Administration (SNSPA), Bucharest, Romania.

Diana-Camelia Iancu is Associate Professor of Comparative Public Management and Dean of the Faculty of Public Administration at the National University of Political Studies and Public Administration (SNSPA) in Bucharest, Romania. She holds a PhD in Public Administration (2008) and has over twenty years of experience in teaching, research, and academic leadership.

She has previously worked at Radboud University (Nijmegen School of Management, the Netherlands) and has held academic assignments in Slovenia, France, Spain, the United States, and Greece. She serves as a quality assurance expert for EAPAA, ICAPA and ARACIS and is currently a member of the Group of Independent Experts on the European Charter of Local Self-Government of the Council of Europe.

Her research focuses on political-administrative relations in transitional democracies, local government development, and the evolving role of universities in strengthening civic culture, digital competence, and inclusive governance. In 2025, she became President-Elect of the ASPA International Chapter and is the recipient of the 2025 Alena Brunovská Award for Teaching Excellence in Public Administration.

     
 

Professor Alexander PROSSER

WU (Vienna University of Economics and Business), Department of Information Systems and Operations Management

Prof. Alexander PROSSER habilitated at WU in 1998 and held positions at HEC, Paris and the University of Technology, Sydney. His research fields are eGovernment and electronic citizen participation. He co-chairs the Forum eGovernment and is member of the board and Treasurer of the Austrian Computer Society.

Alexander has well over 150 academic publications including 20+ academic book publications.

He co-chairs the Central and Eastern European eGov and eDem Days.

Alexander’s teaching focus has been on ERP and business intelligence using SAP systems since 1994. He built up the SAP-based teaching programmes at the University of Technology Sydney and WU. All subjects he designed and currently teaches are SAP-certified.

     
 

Professor Jacek MAŚLANKOWSKI

University of Gdańsk, Poland

Jacek Maślankowski is a researcher and academic lecturer at the University of Gdańsk, specializing in large-scale data processing and analytics, as well as e-government systems with particular emphasis on cybersecurity challenges. He serves as a consultant to Statistics Poland, where he is responsible for driving innovation and overseeing the implementation of big data concepts and related use cases within official statistics. His expertise spans the full spectrum of big data deployment, including technical architecture, cybersecurity, data quality, and regulatory compliance. Jacek Maślankowski has led and coordinated numerous projects funded by the European Commission, contributing to the advancement of data-driven public administration across Europe. He is also actively engaged in the OECD, where he previously chaired a network focused on social outcomes and currently serves as Chair of a dedicated working group. He is the author or co-author of nearly 100 scholarly publications, including monographs, academic books, peer-reviewed research articles, and analytical reports.

     
 

Professor Christian SCHACHTNER

Vice President for Education and Sustainability at RheinMain University of Applied Sciences, Germany

Christian Schachtner has been Professor of Business Informatics with a focus on Digitization in the public sector at RheinMain University of Applied Sciences since July 2023. In March 2025 he was elected as Vice President for Education and Sustainability at RheinMain University of Applied Sciences. He was Professor and Head of Public Management at IU University of Applied Sciences from May 2020 till June 2023.

Schachtner completed a degree in Public Administration (FH) and a part-time Master's degree in European Administrative Management at the Berlin School of Economics and Law (HWR) Berlin. He received his doctorate from the Faculty of Business and Economics at the KU Eichstätt-Ingolstadt/Germany. As an in-house consultant and independent organizational consultant, he has professional experience in management and as an adult educator (postgraduate supplementary studies) in the conception of further education and training. In addition to his more than 10 years of experience as a manager, as an expert in various innovation circles and research projects at federal and state level or in the municipal context, he has been working as a lecturer for many years.

Dr. Gabriel LAZĂR

R&D Director, Ascendia S.A.

Dr. Gabriel Lazar is an experienced education professional, accumulating more than three decades of teaching expertise. He has also university and company-based experience as project manager in national and international projects in education management and e-learning. He graduated from the University of Bucharest and was awarded a master’s degree in engineering and a Ph.D. degree in Physics, with a postdoc stage in France at Jules Verne University, Amiens. Holding a position as a university professor, has coordinated or has been a member of numerous research projects, with national or international funding, has published over 150 articles in scientific journals indexed in international databases or at scientific conferences, with more than 2300 citations. During his academic career, he also held administrative positions, such as Vice-Rector for Research Programs and President of the University Senate. Since 2017 he has focused on the field of scientific research for the education sector and as project manager for IT projects. His current research is in the field of the use of artificial intelligence and digital tools in education, as Director of Research and Development Department at Ascendia S.A., a Romanian e-learning company.

     
 

Professor Florin NEMȚANU

University Politehnica of Bucharest

He is vice-dean for research and international relations of Transport Faculty, University Politehnica of Bucharest and executive director of Master Programme in ITS. Mr. Nemtanu is member of Romanian Association of Smart City & Mobility, member of Mobility Group of Bucharest Municipality coordinating the ITS workgroup. He was involved in more than 30 national and European research projects in the field of transport, ITS and urban mobility and he is consultant of several municipalities (including Bucharest, Sofia, Galati, Ploiesti, Slatina, Pitesti etc.) having as main task mobility and transport solutions for urban areas. The main European projects where dr. Nemtanu has participated are: NICHES+, InTIME, ISSTE, FRAME, FRAME+, POSSE, EasyWay I, EasyWay II, European ITS Platform, EIP +, SEE-ITS, EU-EIP, A-AAgora, DaWetRest, 5G-CDD, BalkanITS.

Assistant Professor PhD. Ioana Andreea DOGEANU

Faculty of Public Administration, National University of Political Studies and Public Administration (SNSPA), Bucharest, Romania.

Ioana-Andreea Dogeanu is an Assistant Professor PhD at the Faculty of Public Administration within the National University of Political Studies and Public Administration (SNSPA) in Bucharest, Romania. She holds a PhD in Administrative Sciences (2024) and has experience in academic teaching, research, and corporate compliance analysis.

She has previously worked as an Associate Teacher and Educational Expert for various projects at SNSPA , and as a Know Your Customer Analyst at Societe Generale Global Solution Centre. Furthermore, she has expanded her academic expertise by participating in international mobility programs.

Her research focuses on lobbying and its impact on public decisions, sustainable architecture, and political leadership. In 2025, she published the book "Lobby in Public Decisions. The New Paradigm of Public Management" and regularly presents her work at international conferences such as the Smart Cities International Conference (SCIC).

     
 

Lecturer Ana-Maria GEAMĂNU (DESPA), PhD

Ana-Maria Geamănu (Despa), PhD, is a University Lecturer within the Faculty of Public Administration at the National University of Political Studies and Public Administration (SNSPA, Bucharest). She holds a PhD in Economics,  with a focus on Accounting, from the Bucharest University of Economic Studies (ASE). Her professional profile is defined by extensive expertise across multiple regulated sectors: she is a Chartered Certified Accountant (CECCAR), a Tax Consultant, and a certified Human Resources Inspector. Furthermore, she is an authorized English translator licensed by the Romanian Ministry of Justice and holds a certification for financial investment services (originally issued by CNVM). Alongside her academic and economic background, she has developed a distinct area of expertise in Psychology, holding both a Bachelor’s and a Master’s degree in Cognitive-Behavioral Therapies.

Professor Adelina DUMITRESCU PECULEA

Faculty of Public Administration, National University of Political Studies and Public Administration (SNSPA), Bucharest, Romania.

Adelina DUMITRESCU PECULEA, Ph.D., is Associate Professor at the National University of Political Studies and Public Administration (SNSPA), where she has been since 2005. Dr. Dumitrescu Peculea's work bridges academic research and applied expertise in governance, public audit, economics, and administrative sciences with a sustained focus on strengthening the institutional frameworks, internal control systems, and organizational effectiveness in both public institutions and companies. Since 2024, she has served as Head of the Department of Economics and Public Policies within the Faculty of Public Administration at the National University of Political Studies and Public Administration.

Dr. Dumitrescu Peculea holds a Bachelor's degree in Economics and a Master's degree in Accounting, Audit, and Management Information Systems from the Bucharest University of Economic Studies (ASE), as well as Master's degree in Public Sector Management from the National University of Political Studies and Public Administration (SNSPA) and teaches at both undergraduate and graduate levels, offering courses such as Public Sector Accounting, Audit and Financial Control in the European Union, Risk Management, and Open Economy Macroeconomics. Her research has gained increasing academic visibility, as evidenced by Google Scholar citation metrics. She has published in peer-reviewed and impact-factor journals and contributes to the academic community as a reviewer for international scientific publications.

Since 2018, she has served as Academic Coordinator of the accredited postgraduate programme “Internal Audit and Governance” organized within the Faculty of Public Administration at SNSPA. She is a member of the Association of Independent Administrators (Romania), a professional body promoting good corporate governance and independent board practice, which is a member of ecoDA.

     
 

Professor Teodora BIȚOIU

Vicedean @ Faculty of Public Administration, National University of Political Studies and Public Administration (SNSPA), Bucharest, Romania.

An associate professor at the National University of Political Studies and Public Administration (SNSPA), Faculty of Public Administration, she teaches Economics, Economics of Public Affairs, Theories and Economic Policies, Economic Analysis of Public Decisions, and Applied Economics of Public Affairs. Currently the Vice-Dean of the Faculty (since May 2024), she previously led the Department of Economics and Public Policies (2016–2024), while also coordinating the Erasmus+ Department. She holds a PhD in Administrative Sciences, with a thesis on Public Decision Modelling through Administrative and Economic Methods, and completed a postdoctoral stage focused on interventionist economic policies addressing market failure. Her academic background includes a bachelor from the Bucharest University of Economic Studies, an Executive Master in “Administrative Capacity and Acquis Communautaire” from SNSPA, and an MBA from the Solvay Brussels School of Economics and Management. Her research interests include public health service and policy, European economy and inclusive growth, circular economy and sustainable growth, as well as macroeconomic and monetary analysis.

Georgiana Mădălina Mihăilă is a PhD candidate and Associate Teaching Staff at the Faculty of Public Administration within the National University of Political Studies and Public Administration (SNSPA) in Bucharest, Romania. She is actively involved in academic teaching and research activities, contributing to the education and professional development of students in the field of public administration. Alongside her teaching responsibilities, she actively participates in national and international academic conferences and contributes to peer-reviewed publications in the field of public administration. Her work supports the advancement of research and promotes evidence-based policymaking, with a focus on strengthening institutional capacity and fostering innovation in the public sector.  

In addition to her academic role, she works as a public administration expert, being involved in projects and initiatives aimed at strengthening administrative capacity and improving public sector performance.

Her research and professional interests include public administration and governance, public policy, and contemporary administrative reforms, with a particular focus on competency-based management frameworks, digital transformation, and the professionalization of the public sector. Her doctoral work explores innovative approaches to institutional development and performance enhancement, emphasizing the role of competency models and digitalization in building resilient and efficient public institutions.
